Help with AMD Settings

I don't know if I'm doing this correctly, but I need your help guys.

I updated my setup to play PES 2021 with mods here on the forum and others like Jeremiah Osoba's.
I have a RX580 8G with an i5 9400F. I used to play on a 43" full hd TV.
Now I bought an Agon gamer monitor (AOC) 31.5, with 165hz.

My goal was to improve the visual aspect of the game as monitors are much better at this than TVs.
But since I installed it I've been finding it difficult to make the gameplay fluid and without crashes.
The image has a bit of a drag on frame changes, especially when the move gets close to the area and in replays and cutscenes.

When I played on TV the game ran smoothly.

Could you guys share your AMD settings so I can test?

Thank you for your help!
I will test it this way.
I was able to greatly improve performance by enabling vsync option 2 in game settings.
And on the graphics card my settings are very similar to yours. But I'm going to test them to see if it gets even better.
