Unfortunately as far as i know, the only methods around are via Parsec and Steam Remote Play. Parsec is not identical, Steam is way better. I wish we could have a dedicated server like the old Pes6 days...
 
Parsec is OK if you know how to host, I know how to host smooth 60 fps on my PC, Steam Play Together supports only PES 2019 for some reason.
 
You can "fool" Steam by downloading a Free game, and put all PES21 files or FL23 in that folder, rename the executable of Pes21 to have the same name as the free game and then launch the (free) game normally ... It's working, try it ;-)
 
But Steam also did not support the " Play Together" function for PES 2021. Maybe we are talking about different things.

i did this during some time, but at least for my case, parsec was even more stable than steam
 
I create a Parsec server on Discord dedicated to retro football games and sports games where we can play together or chat about gaming and football in general
