Someone please explain it to me, are there free programs that I can download?

If you just want to convert existing images to GIF or other formats I'd recommend Irfanview - http://www.irfanview.com/ Just stop it opening anything other than images. It's good to use as an image viewer as it loads quickly and you can easily save the image as something else etc.
