I wanted to ask if I can publish PSX Roms of Winning Eleven and PES?

I thought it was only for PC and PS2.

If I can publish PSX ROMs in which part would be the correct one to publish?

Hello - as far as I am aware, we consider titles that you can no longer purchase (particularly from the PS1/PS2 generations) as "abandonware" and you may post and/or talk about scanned versions of those games i.e. ISOs, ROMs etc... (as there's not much difference between providing a copy of the game and a very slightly modified copy of the game). But I'll ask the admin to confirm and get back to you!

I would imagine the best place would be "The Retro-PES Corner" thread, as there are often modded versions of older games posted there: https://evoweb.uk/threads/the-retro-pes-corner.78697/
