WE2009 PS2 pushed back?

Does anyone know why PS2 ver of WE2009 was pushed back? Last I'd seen, it was meant to be released simultaneously with PS3, yet now http://www.konami.jp/we/2009/ps2_psp/?ref=wep_lg quotes 29JAN09? That's 2 months later than originally, and more than 3 months behind Europe! Could this have to do with the substitution bug? Appreciate your thoughts.

I have this version of Winning Eleven. I played just one game. I think the Substitution Bug was fixed. And some missing players in PES2009 are in WE2009 like a Renán,Riera,Itandje.
