Country/Region and Terms & Conditions loop in Pes 21 PC

Recently I upgraded to a full version of Pes 21 season update from pes 21 lite. Everything was working well until today. Whenever I launch the game through steam or through sider, the game takes me to Country/Region page then T&C page everytime.
Does anyone know where these files for country region verification are located? Is it under steamapps-Pes 21? Any Pointers would be helpful

try to remove your save files in documents and files on C:\ProgramData\KONAMI\eFootball PES 2021 SEASON UPDATE
