I guess it's in interest of fairness, so people can't play out draws in the 2nd game if it suits both of them for example.

Exactly, so matches like Germany vs. Austria in 1982http://en.wikipedia.org/wiki/West_Germany_1–0_Austria_(1982_FIFA_World_Cup) aren't possible anymore, but I think this is done this way for some time now, it is not really that "sudden".
