In ML are player potentials dynamic like fifa 21 or are they fixed?

Wondering if its worth signing some 67 rated kid from brazil or a 72 rated kid from croatia if they can be developed into world class players like fifa?

If not, can someone guide me on how to edit such values to make the wonderkids in the game really shine?

They can be developed. I always use L. Teixera from the youth team as an LB. He develops so fast, really a joy to have him on the team. You just need to put them on the pitch regularly to grow.

Same thing. The more special traits they have already, the better of course
