I've not played PES 21 for a good while. I've tried loading it up with and without patches as well as reinstalling the game but from launching the game the menus are completely laggy. Any solutions?

I had similar issues a while back. For me, it was down to the Xbox Game DVR feature of Win10. After disabling all the DVR options, everything went back to normal.
More recently, I had random game crashes (across all games) and that, eventually, turned out to be some weird Steam overlay bug when having the Geforce Experience overlay enabled too. I disabled the Steam overlay and it stopped the crashing.
Might, at least, point you in the right direction. Good luck with it.
