We've been saying this for years and years now... They never listened. They probably never ever cared, either. 😒
The only thing you can do, if you're on PC, is to use the "no regens mod" which doesn't of course create random regens, but stops players from respawning altogether (so you'll eventually run out of players after some seasons I guess).

I think the number is about 10 seasons, so you should be good with the new regens mod for a good while.
