you could try check that speeder.cfg is set to 1.0, another thing i read is that you can set up on your graphics card settings the vsync to on, probably that should help, if that still doesnt work, install windows xp or 7, on those it should work fine since there's support for older DirectX versions

It's not uncomfortable at all, it only drops to 59 fps, it's very playable. I have read here that with the dxwrapper it goes at 60 fps, do you know about that method?

in my case using windows 10, with amd graphics card, i dont have the issue of fps drops, and i dont have any extra dll or specific set up, so i cant say much from my side, but i do remember i have this issues back then, probably its the windows 10 update or something on my graphics card driver, i do have issues with games such as pes13 and i didnt found a solution, but i dont play them anymore since a long time, so is not a real issue to me

I don't have any fps drops either.. Perhaps you could also try running your PES 5 exe in Windows 7 compatibility?
